Is this a glitch?

I know the bots are rather erratic, and I was curious as to why they never shoot when they have the Carbine. Is this like a handicap? I always gib them with the knife, but it kind of annoying when half your team can't even shoot.

It is a glitch.
I hope the devs have found the problem, as I believe I showed them where it was, and how to fix it via IRC. I saw some source updates that may indicate that it was fixed.

Yes, they use all of the weapons, but they are chosen at random every time they respawn.

I dont think its a glitch, they do this with snipers because you are to close to them for them to snipe (stupid bot need to learn to no scope :)
