cannot connect to one server ??

I know what you are gonna say your blacklisted or banned but I am really good friends with the owner of the server matter of fact they are a branch of my clan AMP is my clan there is also H2R but the TOB server is the one I can't connect to it says attempting to connect like five times then it says error could not connect I tried admin connect, connect on CMD line and I even tried menu connect none of them work. Has this ever happened to some else can it be fixed?
