New player trying to understand some things.

First: how does the spray on the smg and battle rifle work.
Second: Why is everybody adading like bullets.
Third: Is the game being developed still?
Fourth: how do I change the graphics settings. On most maps I can get 150 fps but when it comes to that 1 huge world 1 I get like 30.
